Ukraine’s youngest Law Enforcement Agency kicks off its communication strategy

This week, the Head of the Court Security Service, Valerii Bondar, launched a comprehensive communication strategy for one of Ukraine’s youngest Law Enforcement Agency, established in 2019. The strategy aspires to raise the awareness of the Service’s existence and contribute to building the public’s trust in it.

Assisted by Strategic Communications Advisers from the EU Advisory Mission (EUAM) Ukraine, the Court Security Service’s communication strategy has been developed, drafted, and refined during the past six months

The new and visionary communication strategy encourages proactive and timely communication initiatives based on values such as professionalism, integrity, impartiality, and protection of human rights.

The strategy will serve as a reference and direction for the Court Security Service’s communication practitioners in 24 territorial administrations across Ukraine, and the Service’s Central Administration, based in Kyiv.

“Communication, externally as well as internally, plays a defining role for the Court Security Service. Our new communication strategy will be indispensable in the effort to strengthen our communication to the public, in particular to participants of court proceedings and visitors of judicial institutions, the professional community, such as other law enforcers, judges, court staff, and lawyers, as well as to civil society organisations”, said Valerii Bondar, Head of the Court Security Service during a video conference addressing all heads of the Service’s territorial administrations.”

“We congratulate the Court Security Service on work they have accomplished to complete its communication strategy. It fully meets the standards of ‘best European practices’ and can be used as a reference for other Ukrainian agencies and institutions. Now, the implementation of the strategy lies ahead. This is equally important and as challenging as developing the strategy itself. Therefore, the Mission’s StratComms Team will continue to mentor and support the implementation process”, said EUAM’s Strategic Communications Advisor, Hasse Resenbro at the video conference.

The current number of Court Security Service staff exceeds 5,000 of which 16% are women. Since its establishment in 2019, the Court Security Service has taken just under 600 objects of the justice system under protection.
