Why Ukraine needs a victim-centred approach

On 5 September 2017, the Ukrainian Helsinki Human Rights Union organised a round table on the subject ‘Human Rights – an iceberg in the ocean of reform’, inviting a number of human rights specialists to present on their areas of expertise.


Among these experts was EUAM Legal Officer Vadym Chovgan, who delivered a presentation on victims’ rights and why Ukraine needs to develop a comprehensive framework to compensate victims of crime. In his view, Ukrainian legislation needs to be amended so that there is what he terms a ‘victim-centred approach’.
