Ukrainian agencies seek common standards for assessing information

Even reliable sources require careful evaluation. For law enforcement agencies, understanding that distinction is essential to making sound decisions, especially when information passes between institutions.
EUAM Ukraine supported an interagency roundtable initiated by the State Border Guard Service of Ukraine in Kyiv on 6 October to help develop a common approach to assessing information.
Specialists from eleven Ukrainian security and defence agencies took part, including the National Police of Ukraine, the National Anti-Corruption Bureau of Ukraine, the Economic Security Bureau of Ukraine and the Office of the Prosecutor General. Experts from Europol, the Polish Border Guard and the UK’s National Crime Agency contributed international experience.
Ukrainian agencies already have their own assessment practices. Shared criteria would help them understand the limitations of information received from their counterparts and identify what needs further verification. This would support more effective cooperation in preventing and investigating crime.
International experience highlighted the importance of preserving context and keeping procedures simple. Assessment tools should support professional judgement without becoming an additional administrative burden.

“Today is not only about choosing the best matrix, but about sharing experience and strengthening cooperation. Ultimately, information assessment is about better analysis, greater trust and better decisions,” said Johan Martensson, EUAM Adviser on Organised Crime – Smuggling.
Participants agreed to work towards a common interagency standard laying the basis for more consistent information exchange between Ukrainian agencies, closer cooperation with European law enforcement partners and the alignment of national practices with EU standards.
