October 06, 2026
Last week, Head of EUAM Ukraine Cornelia Taylor joined EU Ambassador to Ukraine Katarína Mathernová for the meeting with Minister of Justice Denys Maslov to discuss priority legislative reforms and how European expertise can support their implementation.
The meeting reviewed progress on Ukraine’s EU integration commitments, including the Rule of Law Roadmap, the Ukraine Plan under the EU’s Ukraine Facility, the Rule of Law Action Plan and key interim benchmarks in the accession process.
Discussions focused on draft legislation to improve the effectiveness and independence of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialised Anti-Corruption Prosecutor’s Office (SAPO), harmonise forensic practices and strengthen prosecution institutions. Participants also examined improvements to selection procedures for members of the High Qualification Commission of Judges and the High Council of Justice. Cooperation with Parliament was highlighted as essential to advancing these initiatives.
The Head of Mission outlined opportunities for technical cooperation with the Ministry, including strategic advice and support to strengthen the administrative capacity needed to implement reforms. Areas for cooperation include prisons, forensics and the fight against corruption in the law-enforcement and civilian security sector, alongside broader work with justice and law enforcement institutions.
Cornelia Taylor highlighted the expertise available within the Mission, whose team includes experts from 23 EU Member States and Ukraine. This experience can support both the review of legislative changes and their implementation.
Minister Maslov welcomed closer cooperation with EUAM Ukraine, highlighting the contribution that the Mission’s expertise and the EU Delegation’s political support can make to Ukraine’s progress towards EU membership.
The meeting confirmed a shared intention to deepen cooperation in support of Ukraine’s reform commitments.
