EUAM Ukraine and Ministry of Internal Affairs discuss civilian security sector reform priorities

Head of Mission of the EU Advisory Mission in Ukraine, Cornelia Taylor, met with Ukraine’s Minister of Internal Affairs, Ivan Vyhivskyi, to discuss cooperation priorities and the Ministry’s key tasks in implementing Ukraine’s EU integration commitments.

The meeting focused on the Ministry’s role in advancing police reform and broader civilian security sector reforms that are important for Ukraine’s EU integration, including the Overarching Strategic Plan for the Reform of the Entire Law Enforcement Sector (OAS). Discussions also covered organised crime, illicit arms trafficking and new areas of cooperation linked to the consequences of Russia’s war of aggression, including the reintegration of veterans into civilian life.

Minister Vyhivskyi identified countering Russia’s armed aggression against Ukraine and European integration among the key priorities set by the country’s leadership. As part of Ukraine’s EU integration commitments, the Ministry is focusing, among other areas, on legislation envisaged under the Rule of Law Roadmap, the OAS and the National Programme for the Adaptation of Ukrainian Legislation to EU Law.

EUAM Ukraine Head of Mission Cornelia Taylor underlined that the Ministry of Internal Affairs remains one of the Mission’s key partners. She highlighted police reform, the fight against organised crime and support for veterans’ reintegration among the areas for continued cooperation.

“The Ministry of Internal Affairs is one of EUAM’s key partners, and our relationship is built on shared priorities and more than a decade of close cooperation. We recognise that the war has placed additional demands on the Ministry and its agencies. EUAM Ukraine is here to support them not only on police reform and organised crime, but also on emerging needs, including the reintegration of veterans,” said the Head of Mission.

The Mission worked closely with Minister Vyhivskyi during his time as Head of the National Police, while the Ministry of Internal Affairs itself has been one of the Mission’s key partners for more than a decade.

EUAM Ukraine will continue its close cooperation with the Ministry and its agencies, combining relevant EU expertise with support tailored to Ukraine’s needs and its path towards EU membership.
