E-learning Solution for Police Training on Domestic Violence: Croatia Shares Experience with Ukraine

Domestic violence remains a serious challenge for Ukraine, especially as the war continues to deepen the socio-economic and psychological pressures behind it. Addressing this issue requires modern, effective, and accessible training tools for police officers.

Today, EUAM Ukraine hosted a presentation of a domestic violence training module and an E-learning platform to representatives of the Ministry of Internal Affairs of Ukraine (MoIA) and the National Police of Ukraine. Presented and developed by the Police Academy in Zagreb (Croatia), the platform combines self-paced online learning with interactive video teleconferencing (VTC) lectures and direct engagement between trainers and officers.

Croatia is the only EU country with direct experience in addressing domestic violence in a post-war setting. That’s why its lessons are particularly relevant for Ukraine. At EUAM, we are glad to facilitate this exchange of knowledge to help ensure that Ukrainian police officers are better equipped to handle domestic violence cases, especially given how the war continues to heighten the risks and vulnerabilities,” said Joerg Einemann, Head of IBM and Law Enforcement Component at EUAM.

E-learning has proven to be a cost-effective and efficient way to build capacity across large institutions, and could be a promising model for Ukraine’s police training. If assessed as suitable, this platform could pave the way for developing a tailored Ukrainian version under the MoIA framework.
