Dialogue as a Tool for Trust: EUAM and Swedish Police Train Ukraine’s Dialogue Police

Last week, EUAM Ukraine, in cooperation with representatives from the Swedish Police Authority, conducted a five-day Dialogue Police Training and Training-of-Trainers program in Kyiv for Dialogue Police officers.

The training brought together officers from across Ukraine to strengthen dialogue-based approaches in public order policing and to support future national training capacity within the Dialogue Police function. Throughout the week, participants explored topics such as social identity theory, conflict-reducing principles, communication and negotiation, facilitation, and the role of dialogue policing in democratic and human rights-based public order management.

The course combined theory, practical exercises, role play, and discussions on the future challenges facing Ukrainian law enforcement in a post-martial law environment. A particular focus was placed on building trust, reducing tensions, and enhancing cooperation between police and communities during public assemblies and other public events.

By supporting the development of sustainable training capacity and modern public order approaches, EUAM continues to assist Ukrainian law enforcement agencies in strengthening professional, accountable, and rights-respecting policing in line with European best practices.
