Reform that makes a difference on the ground: discussions in Dnipro on how Ukraine’s law enforcement system is changing

Reform of the law enforcement system is only meaningful when its results are felt by people – in communities, on the streets, and in daily interactions with the police and other services. It was precisely this practical dimension of change that participants focused on at the regional conference held on 29 April in Dnipro.
The event brought together representatives of Ukrainian authorities, law enforcement agencies, international partners and the expert community to discuss the implementation of the Comprehensive Strategic Plan for the Reform of Law Enforcement Agencies for 2023–2027 – a key document defining the transformation of Ukraine’s civil security sector on the path to the European Union.
The conference was organised by the Ministry of Internal Affairs of Ukraine in cooperation with the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration, with the support of international partners, notably the European Union Advisory Mission in Ukraine (EUAM).
From strategies to practice
In the context of a full-scale war, reform of the law enforcement sector in Ukraine is of particular importance – both for the country’s internal security and for the common security of Europe. In his video address, Deputy Prime Minister Taras Kachka emphasised that progress under Chapter 24 ‘Justice, Freedom and Security’ is one of the key elements of the EU accession negotiation process.
At the same time, participants stressed that reforms cannot remain merely at the level of policies or central authorities. Their success depends on how well they work in the regions – particularly in frontline areas, where security challenges are most acute.
The role of EUAM: supporting systemic change
For EUAM, supporting reforms in Ukraine’s civil security sector means not only providing strategic advice but also facilitating practical change – from policy development to implementation on the ground.
During his speech, Rolf Holmbo, Head of EUAM in Ukraine, emphasised that reforms of the law enforcement system are important not only for Ukraine but for the whole of Europe. They must be based on the principles of the rule of law, transparency and accountability – and deliver tangible results in the daily lives of citizens.
Holding such regional events is an important part of the Mission’s approach: they bring together central and local levels and create a space for the exchange of experience between Ukrainian institutions and international partners.
Security as a system
Particular attention was paid during the conference to the development of a multi-level security system. This involves combining analytical work, crime prevention and effective cooperation between various bodies – from the police to local government.
This approach allows us not only to respond to threats but also to prevent them, which is a key principle of the modern European security model.
On a practical level, participants discussed the development of the 112 emergency service, the modernisation of public warning systems and other measures that directly impact public safety.
Transparency and accountability as a standard
Another key element of the transformation is increasing the openness of law enforcement agencies. The presentation of the annual report by the National Police of Ukraine in an open format served as an example of this approach – as a tool for dialogue with society and a step towards European governance standards.
At the same time, work continues on key challenges, including the fight against organised crime, the illicit trafficking of weapons and the development of the institutional capacity of law enforcement agencies.
A shared path towards a European law enforcement system
The conference in Dnipro confirmed that successful reform of the law enforcement sector requires constant dialogue, coordination and the involvement of all levels – from central authorities to local communities.
For EUAM, this work remains one of the key areas of support for Ukraine. By combining EU expertise with the practical needs of Ukrainian partners, the Mission contributes to building a modern, effective and accountable rule of law system – as an integral part of Ukraine’s European future.
