Reform starts with education: Head of Mission meets NAIA’s leadership

November 04, 2026

On 3 November, the Head of the EU Advisory Mission (EUAM) Ukraine, Cornelia Taylor, met with the Rector of the National Academy of Internal Affairs (NAIA), Ruslan Serbyn, to discuss how police education and professional development can respond to Ukraine’s wartime needs and support long-term reform.

During her first official visit to the Academy, the Head of Mission reaffirmed EUAM Ukraine’s commitment to supporting education as an essential part of sustainable law enforcement reform and Ukraine’s European integration. Discussions focused on adapting training to wartime and post-war needs, including veterans’ reintegration, institutional resilience and inclusive learning environments.

“Reforming institutions is only part of the task. Lasting change depends on the people who serve in them, their knowledge, professional values and commitment to the public. By investing in education today, we are helping to shape a new generation of law enforcement professionals who will serve Ukraine with integrity, accountability and respect for human rights,” said Cornelia Taylor.

The discussions also covered modern teaching approaches, leadership development and opportunities to strengthen ties with European police education institutions.

EUAM Ukraine and NAIA have a long-standing partnership covering professional training, curriculum development and international exchange. Both institutions expressed interest in building on this work to prepare current and future law enforcement professionals for evolving security needs and public expectations, ultimately contributing to more effective and accountable policing in Ukraine.
