Improvement of the Ukrainian penitentiary legislation combatting ill-treatment and the Super-Twinning project “Support to Justice Sector Reform in Ukraine”
April 28, 2015The EAUM held a meeting in the Ombudsman’s Office with the Head of the National Preventive Mechanism (NPM) Yuriy Belousov discussing ways to improve the Ukrainian penitentiary legislation and its reform. NPM expressed its readiness to cooperate with the Mission, particularly in developing draft-laws to improve the situation with the ill-treatment of prisoners. The participants of the meeting agreed to organize joint visits to penitentiary establishments and to advise the State Penitentiary Service on the implementations of the NPM’s recommendations.
EUAM has also intensified the cooperation with the experts of Super-Twinning project “Support to Justice Sector Reform in Ukraine” in the penitentiary field. The participants of the meetings have discussed the probation related topics and agreed that the issues regarding the penitentiary establishments are to be coordinated by the EUAM and a new the Council of Europe project “Support to Further Penitentiary Reform in Ukraine”.
