April 28, 2026

How can the European Union better support Ukraine’s most urgent wartime needs? This question guided discussions convened by the European Union Advisory Mission Ukraine in Kyiv on 23 April, bringing together senior representatives of the European External Action Service and Ukrainian counterparts, including the National Security and Defence Council of Ukraine and the National Guard of Ukraine.

The discussions focused on better aligning EU instruments, actors and delivery channels to ensure that support is faster, more targeted and operationally relevant. “We both operate across multiple layers, and coordination is essential to ensure our support is effective,” said Benedikta von Seherr-Thoss, Managing Director for Peace, Security and Defence at the EEAS. She highlighted the role of the EU Common Security and Defence Policy missions in offering support of Ukraine

Discussions focused on strengthening coordination across the EU and Ukrainian institutions to ensure effective delivery of support across the Ukraine’s security sector.

“It is important to ensure that coordinated support translates into real impact on the ground,” said Rolf Holmboe, Head of Mission of EUAM Ukraine. “By strengthening coordination across the EU and Ukrainian institutions at all levels, we can better support Ukraine in addressing complex and evolving challenges.”

The EU representatives reaffirmed their commitment to delivering most urgent wartime support to Ukraine, while continuing to work closely with Ukrainian partners to enhance coordination, improve processes, and reinforce institutional capacity.
