Four Years of Full-Scale War: Standing with Ukraine, Standing for Justice (Video)

Today, 24 February marks four years since Russia launched its unprovoked full-scale military aggression against a democratic, sovereign European state, an escalation of the war it began in 2014. For Ukrainians, these have been years of immeasurable loss, courage, and resilience. For the European Union, they have been years of unwavering solidarity and steadfast support.

As Ukraine continues defending its freedom, the EU Advisory Mission Ukraine reflects on this sombre anniversary by honouring all those who have sacrificed their lives for their country and those who continue to stand on the front line of civilian security: police officers, border guards, National Guard personnel, prosecutors, judges, forensic experts, and every partner who keeps communities safe under the most difficult conditions.

Since 2022, law-enforcement agencies serve as an integral component of Ukraine’s Defence and Security Forces, who have carried out their duties under constant threat. The full-scale invasion reshaped their operational needs overnight: from maintaining public order in liberated areas to supporting evacuations, responding to widespread destruction, working with limited resources, and confronting unprecedented levels of trauma among their own personnel.

In these extraordinary circumstances, EUAM Ukraine moved swiftly to adapt its support. Over the past four years, the Mission has supplied essential equipment that ensures operational mobility, safety, and continuity of public-security services. In parallel, it has delivered extensive training and expertise designed to reinforce accountability, strengthen institutional resilience, and enhance operational preparedness. The Mission has also provided specialised assistance for documenting and investigating war crimes, helping partners preserve evidence and advance the pursuit of justice. Equally vital has been EUAM Ukraine’s focus on psychological support and reintegration, offering much-needed assistance to the tens of thousands of law-enforcement veterans returning from the frontline.

Russia’s aggression has produced countless victims and an unprecedented scale of international crimes. Working alongside Ukrainian and international partners, EUAM Ukraine supports efforts to ensure that these crimes are documented, investigated, and prosecuted, and ultimately that justice will be served.

Across Ukraine, civilian-security institutions continue to protect their communities with dignity and professionalism. Their daily service under fire stands as a powerful testament to the resilience of Ukrainian society.

EUAM Ukraine remains by its partners’ side, today, for as long as it is needed, and as Ukraine advances toward victory, recovery, and EU integration. The Mission pays tribute to the extraordinary strength shown by Ukrainian people and remains committed to supporting them every step of the way.
