EEAS Secretary General Visits EUAM Ukraine Headquarters

On 17 February, the Secretary General of the European External Action Service, Belén Martínez Carbonell, visited the headquarters of the European Union Advisory Mission Ukraine in Kyiv.
The team, led by the Head of Mission, Rolf Holmboe, briefed the Secretary General on how EUAM is working alongside Ukrainian partners amid Russia’s war of aggression. They spoke about daily realities: supporting police and prosecutors under constant pressure, helping institutions stay functional in frontline and liberated areas, and strengthening the investigation and prosecution of international crimes committed since the start of Russia’s full-scale invasion.
The discussion also touched on the strain placed on Ukraine’s civilian security sector – from damaged infrastructure to the emotional toll on law enforcers and prosecutors who deal daily with traumatic war-related experiences.
“We are here on the ground, working side by side with our Ukrainian partners,” said Rolf Holmboe, Head of Mission of EUAM Ukraine. “We deeply admire the resilience of Ukrainians and their determination not just to win this war, but also to keep reform moving forward, even in wartime.”
The visit underscored the European Union’s continued political and practical support to Ukraine’s civilian security sector at a time when resilience and accountability matter more than ever.
