Discussing Security Challenges and Europe’s Support – European Parliament Delegation Visits EUAM Ukraine

On 06 February, Members of the European Parliament’s Committee on Security and Defence (SEDE) visited the EU Advisory Mission (EUAM) Ukraine to exchange views on the evolving security challenges faced by Ukraine’s civilian security sector amid Russia’s war of aggression.
Discussions focused on the impact of sustained attacks on civilian infrastructure, the rise of hybrid threats, and the growing phenomenon of online recruitment for sabotage and intelligence activities, often facilitated through cryptocurrency payments. SEDE members also raised concerns about post-war challenges, including the risk of demobilised veterans being targeted by organised crime, and the need for tailored support for female veterans.
Marie-Agnes Strack-Zimmermann, Chair of the SEDE Committee, underlined the importance of sustained European engagement. “It is essential that Ukrainians see, very clearly, that Europe is here, standing with them not only militarily, but also in strengthening civilian security and resilience,” she said.
EUAM Ukraine’s Head of Mission, Rolf Holmboe, briefed the delegation on the Mission’s current priorities and the pressures faced by Ukrainian law enforcement agencies (LEAs). He highlighted EUAM’s operational and strategic support to LEAs working under extreme wartime conditions, including countering hybrid threats and addressing the psychological strain on personnel. “Our role is to help ensure they can continue to serve the population effectively and in line with European standards,” Holmboe noted.
The visit reaffirmed the European Parliament’s interest in EUAM Ukraine’s work and its contribution to strengthening Ukraine’s civilian security sector, resilience, and EU accession path.
