EUAM and National Guard of Ukraine identify new priorities for cooperation on education and training

On 17 July 2026, representatives of the European Union Advisory Mission (EUAM) Ukraine and the National Guard of Ukraine (NGU) met at the Kyiv Institute of the National Guard of Ukraine to discuss the next steps in their cooperation.
The meeting was chaired by Colonel Oleg Myronenko, Deputy Commander of the National Guard of Ukraine, and co-chaired by EUAM Chief of Staff Jean-Michel Blaudez. The EUAM delegation also included Guillaume Dinh, Head of Police Unit; Nuno Santos, Adviser on General Policing; Carsten Twelmeier, Head of Strategic Reform Component; Yana Vzhesch, Human Resources Development Officer; and Viktoriia Shcherbakova, Administrative Officer to the Chief of Staff.
The parties reviewed the results of their joint activities and identified priority areas for future cooperation. Discussions focused on the recent study visit of a representative of the Kyiv Institute to France and opportunities to incorporate selected training practices of the French National Gendarmerie and National Police into the Institute’s curriculum.
Particular attention was given to the educational capabilities of the Kyiv Institute and to the expertise the National Guard of Ukraine can share with international partners. “The NGU represents a distinctive model combining military and civilian security functions. Its experience in addressing hybrid security challenges offers valuable lessons for European partners,” said Jean-Michel Blaudez, EUAM Chief of Staff.
Colonel Myronenko underlined the importance of further strengthening international cooperation, exchanging professional and wartime experience, and advancing joint educational and training initiatives.
EUAM representatives were also introduced to the courses and programmes the Institute can offer to international delegations, including its Simulation Centre, specialised electronic warfare and UAV classrooms, tactical medicine training facilities and dynamic vehicle simulators.
The meeting identified several promising areas for future cooperation, including vocational education, professional training and academic mobility, the participation of the Kyiv Institute in European Union programmes, joint scientific events, international projects and the exchange of practical experience. The meeting marked another step in the partnership between EUAM and the National Guard of Ukraine, aimed at strengthening the professional development of NGU personnel and further integrating Ukrainian expertise into the European security space.
