EUAM Ukraine Renews Cooperation with Chernihiv Police and Supports Veteran Reintegration Efforts

The European Union Advisory Mission (EUAM) Ukraine visited Chernihiv Oblast to renew cooperation with the Main Directorate of the National Police and meet its newly appointed Head, Volodymyr Tymoshko. 

The discussions focused on current security challenges in the region, particularly in border and war-affected areas, as well as on strengthening police capacity to respond to the evolving needs of local communities. 

Head of the Main Directorate of the National Police in Chernihiv Oblast, Volodymyr Tymoshko, who brings extensive wartime operational experience to his new position, stressed that ensuring the safety and security of citizens living in border and frontline communities remains among his highest priorities. 

“Today, our primary task is to protect people living in border and frontline communities and to ensure that police officers remain capable of responding effectively to the complex challenges brought by the war. The safety of citizens and support to those most affected by the security situation remain at the center of our work,” said Tymoshko. 

The visit also reaffirmed the importance of continued cooperation between the National Police and international partners in strengthening resilience and supporting communities affected by the war. 

As part of its continued support to Ukrainian law enforcement, EUAM delivered Individual First Aid Kits (IFAKs) to the Chernihiv police. The Mission had previously provided generators to support operational resilience and is planning to donate handheld radios to further enhance communication capabilities. 

EUAM also presented its updated mandate, including its increased focus on veteran reintegration and community safety. Discussions highlighted the importance of preparing communities for veterans’ return, promoting inclusive approaches to reintegration, and strengthening cooperation between law enforcement, local authorities, civil society, and veterans. 

The Mission introduced the Community Safety Dialogue (CSD) approach as a tool for fostering cooperation, building trust, and addressing local safety concerns through inclusive engagement. 

Tomas Krušna, Deputy Head of Operations at EUAM Ukraine, reaffirmed the Mission’s commitment to the region. 

“Chernihiv Oblast continues to face significant security challenges. EUAM remains committed to supporting the National Police and local communities. Our cooperation will continue through the Mission’s next project cycle, focusing on strengthening resilience, enhancing police capabilities, promoting community safety, and supporting communities in preparing for the return and reintegration of veterans,” he said. 

As part of the visit, the EUAM delegation also visited the Veterans’ Space, a municipal non-profit institution of the Chernihiv City Council, where veterans demonstrated remarkable resilience and commitment to rebuilding their lives and contributing to their communities. Director of the Hub, Serhiy Dovbysh, presented the newly established inclusive center, designed to provide veterans and their families with access to a wide range of services and support in one location. 

“Our goal is to create a place where veterans can receive comprehensive support, find new opportunities, and remain active members of their communities. Reintegration is not only about services – it is about inclusion, dignity, and belonging,” said Dovbysh. 

The visit to Chernihiv reaffirmed the strong partnership between EUAM, the National Police, local authorities, and civil society in strengthening security, resilience, and support for veterans in Ukraine’s war-affected regions.
