EU-supported cyber training strengthens Ukraine’s security capabilities

Cyber threats do not wait for institutions to adapt. For Ukraine’s security agencies, protecting sensitive data and critical infrastructure requires the ability to detect vulnerabilities and respond under pressure.

In April, representatives of Ukraine’s key security institutions took part in the “Cyber Range – Pentester Tools” course in Rome, organised by the European Security and Defence College (ESDC) in cooperation with the Centro Italiano di Direzione Aziendale (CEIDA), with the support of the European Union Advisory Mission (EUAM) Ukraine. The programme brought together specialists from the Foreign Intelligence Service of Ukraine, the Security Service of Ukraine, and the State Service of Special Communications and Information Protection of Ukraine.

“It was the first time the ESDC hosted a dedicated group of Ukrainian participants,” said Anna Drozd, National Intelligence Officer at EUAM Ukraine. “This step opens the door for deeper cooperation between European training institutions and Ukrainian security services at a time when cyber resilience has become a core element of national security.”

A highlight of the programme was a welcome address by the Vice-President of the Italian Chamber of Deputies, Giorgio Mulé, who underlined the importance of solidarity between nations, mutual support and closer cooperation between Italy and Ukraine, stressing the role of dialogue and joint efforts.

Working in a controlled cyber range environment, participants simulated real-world attacks on complex IT systems and tested how vulnerabilities can be identified and addressed. They applied penetration testing tools, carried out network discovery and vulnerability assessments, and practised responding to incidents in real time. The programme also covered threat mapping, exploitation techniques and security monitoring systems. These are the skills directly relevant to their daily responsibilities.

This hands-on format moves beyond theory. By replicating operational scenarios, it allows specialists to test decisions, refine methods and understand how systems respond under stress.

Alongside technical skills, the course strengthened professional links. Direct engagement with European experts helps Ukrainian specialists align their work with EU practices and build contacts that are essential when responding to cross-border cyber threats.
