Stronger Analysis for Better Decisions: EUAM Workshop Supports Border Guard Analysts

Behind every operational decision stands careful analysis. For law enforcement agencies, the ability to understand information, assess risks and identify priorities can make the difference between reacting to events and staying ahead of them.

On 11–12 March, the European Union Advisory Mission (EUAM) Ukraine organised a workshop for analysts of the State Border Guard Service (SBGS) of Ukraine dedicated to practical methods of strategic analysis. The event brought together participants from SBGS’s criminal analysis units, the strategic planning division and the National Academy of the Service. The workshop was delivered by EUAM advisors, with contributions from Bohdan Denysenko, EUAM Organised Crime Officer.

Over two days, participants worked with structured analytical tools for coordination, information exchange and analysis such as SWOT and PEST. Through scenario-based exercises, they practised how to apply these methods in real analytical work – from structuring information to developing hypotheses and preparing analytical assessments that support operational decisions.

For analysts, the challenge is often not a lack of information, but making sense of it.

“Relevant, accurate and timely information is a fundamental prerequisite for operational success,” Johan Martensson, EUAM advisor on organised crime, told participants, reflecting on his experience as Head of Investigation at the Swedish Police Authority in Malmö. “But once the information is available, analysis becomes essential. It helps determine which cases to prioritise, which suspects to focus on and how best to allocate resources.”

Participants also explored elements of systems thinking, examining how different factors interact and influence security developments. Such approaches help analysts move beyond isolated data points and develop a broader understanding of complex situations.

The discussions also reflected the demanding environment in which Ukrainian law enforcement agencies operate today. Despite the pressures created by Russia’s war against Ukraine, institutions continue to strengthen professional skills and refine their methods.

“I have the greatest respect for the work you are carrying out in such a demanding environment,” Johan Martensson noted. “What is truly impressive is how you continue to adapt, develop and explore new ways of working.”

By the end of the workshop, the focus shifted from theory to practice. Participants were encouraged to apply the analytical tools in their daily work and to share these approaches with colleagues in their units. Strengthening analytical thinking and clear presentation of findings will help decision-makers better understand complex situations and respond effectively.
