Modern IT Equipment Strengthens Maritime Analytical Capacity in Odesa

EUAM Ukraine has provided modern IT and printing equipment to maritime and border-related analytical units in Odesa, reinforcing their capacity to monitor the maritime situation, analyse risks and respond to emerging threats.

Modern hardware and software are essential for stable, accurate and timely monitoring at sea, as well as for ensuring the safety of personnel operating in a complex and high-risk environment. The provision of up-to-date laptops, desktop computers, tablets and a large-format plotter significantly enhances surveillance, monitoring, analytical and risk-management activities in the maritime sphere.

The support also contributes to strengthening inter-agency cooperation in the area of border management. Throughout 2024, a series of coordination meetings were held with Ukrainian counterparts, during which concrete needs were identified to improve the analytical capacity of the Inter-Agency Regional Analytical Group (IARAG) Odesa. The aim is to enable the team to produce high-quality, standard-based analytical reports on border- and region-related crime, including cigarette smuggling, trafficking in human beings and drug smuggling.

The newly provided equipment allows analysts to visualise the operational situation more effectively, process large volumes of information and securely access relevant databases. In particular, the plotter enables the rapid printing of large maps, schemes and operational layouts – an important capability in situations where digital tools cannot always be used due to security protocols or information-access restrictions.

Mykola Syrinskyi, Deputy Head of the Regional Maritime Guard Directorate of the State Border Guard Service of Ukraine, explained how the newly provided equipment will support daily operations:

“There has long been an urgent need for this equipment. Before receiving it, much of our planning and visualisation work was done manually – drawing maps and marking the operational situation by hand.

Even in today’s digital environment, printed maps remain critically important, particularly in operational and wartime conditions, where security protocols and information-access restrictions do not always allow the use of digital tools. The new equipment, including modern computers and a large-format plotter, will significantly speed up planning and information-sharing processes, allowing our actions to be faster and more relevant to the operational situation.”

The availability of modern devices with licensed software further ensures compatibility with current analytical tools and standards. Combined with situational analysis techniques and the analytical experience of Frontex and EUAM, the newly provided computers will support the IARAG team in strengthening both their theoretical understanding and practical analytical skills.

Commenting on the support, Anders Johansen, Head of the EUAM Odesa Field Office, emphasised the importance of the donation in the current security context:

“This donation recognises the vital and demanding work carried out by the Maritime Guard in protecting Ukraine’s territorial waters under extremely difficult circumstances. It reflects our strong cooperation and our shared commitment to strengthening maritime security and resilience.”

Through such targeted assistance, EUAM Ukraine continues to support Ukrainian partners in enhancing maritime security, improving analytical capacities and strengthening institutional resilience in the face of evolving risks and threats.
