High-Level CCD Delegation Conducts Strategic Study Visit to Spain to Strengthen Partnerships Against FIMI

A high-level delegation from the Center for Countering Disinformation (CCD) completed a three-day study visit to Spain, advancing efforts to reinforce international cooperation against Foreign Information Manipulation and Interference (FIMI). The visit aimed to deepen collaboration, exchange expertise, and develop coordinated strategies with Spanish, European, and civil-society partners.
The CCD delegation engaged in a series of in-depth discussions organised by the European Commission Representation in Madrid. Under the auspices of EUAM Ukraine, the CCD delegation held strategic presentations with key Spanish and EU partners, including experts working on the implementation of the EU Digital Services Act and representatives of Spanish state institutions tasked with combating FIMI from a national security standpoint. Exchanging with Spanish authorities underscored the complexity of addressing FIMI across jurisdictions and highlighted the critical need for cross-border coordination in debunking false narratives, removing harmful content, and information sharing.

CCD presented their ongoing work and emphasized the importance of unified, multinational responses to evolving disinformation threats, provided insights drawn from Ukraine’s extensive experience in confronting real-time influence operations and innovative methods for protecting the information environment. The study visit also convened a broader community of EU-supported stakeholders working to counter FIMI, enabling dynamic discussions with monitoring organizations, research groups, and media fact-checking institutions.
Roundtable sessions focused on diverse approaches to combating disinformation by various stakeholders, while opening new pathways for cooperation with CCD. Participants exchanged lessons learned, identified shared challenges, and explored opportunities for more coordinated, effective action in the future, which at the European level is being strengthened under the recently launched European Democracy Shield. These meetings marked an important step toward sustained bilateral collaboration, building upon existing security agreements and exploring avenues for future joint initiatives.

Overall, the three-day study visit proved highly successful, characterized by constructive exchanges, strengthened partnerships, and meaningful progress toward shared objectives. The CCD delegation’s engagement in Spain has laid a strong foundation for continued cooperation at the Spanish and European levels, reinforcing a united front in countering Russian-supported FIMI and safeguarding the integrity of the Ukrainian and broader European information space.
