AI in Action: Law Enforcement Communicators in Lviv Trained to Harness Next-Gen Media Tools

Twenty-four communication professionals from law enforcement agencies across the Lviv region, including the National Police, the State Border Guard Service, the National Guard, the State Customs Service, the State Bureau of Investigation, and the Security Service of Ukraine, gathered for a two-day workshop designed to help them develop their skills in creating photo and video content using state-of-the-art artificial intelligence tools.
Opening the event, Hannelore Valier, Head of the EUAM Ukraine Field Office in Lviv, underlined the relevance of the initiative: “Beyond the important day-to-day work of law enforcement agencies, effective communications – transparent, truthful, and well-crafted – are essential. That is why workshops like this are so valuable for adapting to today’s challenges but also looking into the future.”
Participants were introduced to the fundamentals of AI-driven multimedia creation, from spotting real versus AI-generated content, to practical exercises. A wide range of tools were covered for image, audio, and video production – from generating campaign visuals to creating voiceovers and producing short AI-enhanced clips.
In addition, time was dedicated to the important discussions on the ethical aspects of AI content creation in communication work. Trainer Oleksii Minakov, who led the workshop, explained: “Artificial intelligence is the number one technology trend that simply cannot be ignored. Yet, it is equally important to use modern technologies wisely, ethically, and responsibly.”
Day two shifted to group work, where participants simulated real-life campaign scenarios. Using advanced tools such as Pika, Opus, and HeyGen, they explored how to edit videos, adapt formats for social media, and create AI avatars for targeted communication.
Reflecting on the experience, Roman Pavlenko of the State Border Guard Service said: “This event provided an opportunity to gain new knowledge, apply it in practice, and subsequently integrate it effectively into our daily work. We are grateful to the Mission for the insightful training which reflects on the realities of our time.”
For many participants, the training also served as an inspiration for future communication strategies. As Sofia Lepekh-Davydovych, spokesperson of the Territorial Directorate of the State Bureau of Investigation in Lviv, concluded: “The workshop became a valuable platform for developing creativity in content creation. Thanks to the new tools, we will be able to keep up with the times and make law enforcement communication even more modern and effective.”
The workshop was organised by the EUAM Strategic communications team as part of the Mission’s efforts to support Ukrainian law enforcement agencies’ communication departments.
By combining practical training with ethical guidance, the workshop marked a significant step forward in equipping communicators with the tools they need to navigate an evolving information landscape with efficiency and effectiveness.
