Supporting Ukrainian and Moldovan authorities in developing emergency response exercise at border crossing points

At the border crossing point Mamaliga–Criva, Ukrainian and Moldovan IBM authorities conducted a joint exercise to test and strengthen their ability to respond to emergency situations at the border. The exercise, held on 16 September 2025, was facilitated by the Integrated Border Management (IBM) Unit of the European Union Advisory Mission (EUAM) Ukraine, which supported both the preparation and implementation stages.

The exercise was part of the trilateral Ukraine–Romania–Moldova Customs Cooperation Platform, developed at EUAM’s initiative and endorsed by the heads of the three Customs Services in 2024. Its main objective was to enhance interoperability in times of crisis, shorten reaction times of responsible services, and promote closer international and interagency cooperation.

During the exercise, Ukrainian and Moldavian IBM stakeholders as well as Moldavian police, military, and emergency rescue units worked together on realistic crisis scenarios. These included the leakage of hazardous chemicals, fire incidents, the detection of explosive materials in vehicles, evacuation of people, smuggling of excise goods and small weapons, as well as the provision of medical aid.

The practical sessions were followed by joint evaluations, allowing participants to analyse strengths, identify gaps, and outline ways to improve coordination for future incidents.

The exercise was observed by representatives of the European Border and Coast Guard Agency (FRONTEX) and the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM). Their presence underlined the importance of cooperation among the EU representatives. Similar UA/MD/RO trilateral IBM exercises are planned to continue with the support of EUAM Ukraine.

Ukrainian and Moldovan participants emphasized that the initiative not only improved technical preparedness but also contributed to the safety of travelers and communities living along the border.

By supporting such cross-border exercises, EUAM Ukraine helps strengthen the resilience of Ukraine’s civilian security institutions in line with the country’s Integrated Border Management Strategy.

The successful exercise at Mamaliga–Criva is another step in advancing Ukraine’s European integration path through stronger cooperation with neighboring countries and alignment with EU standards in border management.
